Blas admitted that the global health crisis has hampered the GNOC's ability to operate effectively.

"It stopped our ability to be relevant, because you can't do anything," Blas said, according to Pacific Daily News.

"So athletes had to maintain their focus, stay in shape and hope for a good outcome so you can be relevant in the sporting community."

Sport in Guam is starting to return, with clubs training again under COVID-19 guidelines, but players in team sports can still only train individually.

With less than 200 days to go until the rescheduled Olympics, Blas is confident the Games will go ahead and that Guam will make its presence known.

"Guam will be participating in the Olympics, for sure we will be there," Blas said.

"These Games will be different from any others and you will see the compliance with four sets of safety protocols, from the International Olympic Committee to each sports federation."

So far, Guam has recorded more than 8,300 cases of COVID-19, resulting in the deaths of 125 people.

Blas hopes that athletes in judo, wrestling, weightlifting, athletics, swimming and canoeing will represent Guam at Tokyo 2020.

"The Olympic hopefuls must continue to train with the objective of competing at Tokyo 2020," Blas added, per Pacific Daily News.

"Training will be difficult even if restrictions are lifted because the training on Guam will only get you so far; and even if our athletes are able to attend training off-island, we must deal with the safety protocols of that country, as well as travel and quarantine requirements."

Guam has competed at every Summer Olympic Games since Seoul 1988, but is yet to win a medal.

Guam sent five athlete to Rio 2016.
